Fire Safety Order 2005
Fire is one of single greatest risk to people and property. In case fire, earliest warning must be give and people need to know how to react and what to do. The primary legislation of Fire Safety is Regulatory Reform (Fire Safety) Order 2005, which came into force on 1st October, 2006.
This has replaced more than 70 separate piece of fire safety legislation in country including two earlier piece of major legislation: The Fire Precaution Act 1971 and The Fire Precaution (workplace) Regulation 1997. RRO (2005) covers general fire precaution and other fire safety duties which needed to protect people in case of fire in and around premises. The RRO require fire safety measure to put in place where necessary and to extent that is reasonable and practical. It place responsibility on those “Responsible Person” who are best placed to address fire safety and to ensure that fire risks, which necessarily change over time- are kept under review regularly. Responsible person (generally employer, owner or occupier of business or premises, person with overall control of building), under RRO 2005, must carry out Fire Risk Assessment and put in necessary fire safety measure in place.
There are 6 main categories being imposed by RRO (2005) as below:
1 – Employers (or Responsible Person) must undertake a fire safety risk assessment
2 - Identify all necessary effective fire safety measures
3 – Put in place these fire safety measures to reduce risk
4 - Establish a process to manage the continued control of the fire safety measures
5 - Ensure the regular review of the risk assessment and fire safety measures
6 - Record all findings
If you don’t comply with fire safety legislation, you not only run the risk of being fined but also chance of having fire plus loss of lives and substantial damage to property (or destroyed).
Good fire safety management is essential to ensure that fires are unlikely to occur. if they do occur, then they are likely to be controlled or contained quickly, effectively and safely; or that, if a fire does occur and grow, everyone at premises is able to escape to a place of total safety easily and quickly. That is whole essence of fire safety concept.
